Program Innovations Manager (#405)

Job Summary: Reporting to the CEO, the Program Innovations Manager will be a vital member of the BOMA Project team responsible for developing improvements to the REAP poverty graduation model and adapting its framework to different contexts and environments.

The Program Innovations Manager will take the lead on researching different approaches to implementing the REAP program. Working closely with the M&E team, Field Operations and the Director of Strategic Partnerships, the Program Innovations Manager will design new program elements that provide additional impacts for BOMA participants and their communities. This position entails extensive research about the environments in which BOMA is active and the possibilities for program improvement. She/he will also identify and research opportunities to incorporate new technologies to enable greater financial inclusion for BOMA Project participants.

Other topics for research and evaluation as program design elements include:

  • Linkages to the Formal Banking Sector

  • Use of Mobile Payments for REAP businesses and savings groups

  • Solar panel distribution channels

  • Potential private and public partners for program implementation

  • Scaling BOMA’s poverty graduation model through partnerships

Job responsibilities include:

  • Conduct quarterly program evaluation meetings with field and M & E teams

  • Communicate with other poverty graduation programs

  • Design, Test and Explore new programming

  • Keep abreast of new program design developments in savings such as beneficiary protections and digital finance that protects participants and customers

  • Provide a critical link between field operations, M & E and fundraising

  • Assist in the grant application process that requires testing and modifications of BOMA’s programs

  • Development of program presentations for staff use

  • Attendance at academic conferences and interface with study groups and academics that evaluate programs

REQUIRED KNOWLEDGE AND EXPERIENCE

  • A passion for, and an excellent working knowledge of, behavioral economics

  • In-depth understanding of program design iteration that leads to impact and scale

  • Master’s Degree in International Development or a related field preferred but not required

  • An innovative and entrepreneurial personality

  • Excellent writing skills

  • Computer literacy i.e. proficiency in Microsoft Excel, Microsoft Word, PowerPoint, and email

  • Work or volunteer experience with NGOs preferred

  • Statistical experience preferred

  • Capacity and willingness to travel frequently between the US and East Africa

  • Previous work experience in a developing country, with deep knowledge of the political, economic and social issues facing the East Africa region
